I have a cellular iPad Pro and an iPhone 6+ both running 11.2.1. I've been getting the Cannot connect to server message on both. I discovered that my iPhone had Personal Hotspot ON. I believe that both my devices were connected to my home WiFi network (and not the hotspot). Not 100% sure about that.
