In the last few days my speeds measured with the BT wholesale speed tester have been download 4.68 - 5.97 Mbps which is highly acceptable. On the other hand our upload speed is 0.00 - 0.05 Mbps, and has measured 0.00 Mbps in 13 out of 23 tests, all conducted at various times of day and night via an Ethernet cable connection to the router.
